Reports exist to resolve rule violations, not to continue IC or OOC conflicts through Staff.
<aside>
A report is a request for Staff review, not proof that a rule was broken.
</aside>
Reports must be made in good faith and should include relevant evidence where reasonably available. Staff will review the circumstances before determining whether a violation occurred; the existence of a report alone does not establish guilt or result in a penalty.
Knowingly submitting false, manipulated or malicious reports is itself a rule violation.
The standard disciplinary progression is Verbal Warning → Strike → 7-Day Ban → 15-Day Ban → Permanent Ban. This progression is a guideline for ordinary violations, not a guarantee that every case begins at the first stage. Serious violations may skip stages or result in an immediate ban where appropriate.
The severity of a violation, its circumstances, relevant history and any necessary departure from the standard progression are reviewed collectively by the Marshals. Staff may also take additional or alternative action where the standard progression does not appropriately address the situation.
A confirmed rule violation by a Faction member may also result in the loss of Faction Tokens. A report alone never causes a Faction penalty; the violation must be confirmed and result in Staff action.
Any Faction consequence applies to the Faction the player belonged to when the violation occurred, preventing membership changes from being used to avoid consequences. Faction leaders are not responsible for policing or investigating their members; reports and disciplinary decisions remain the responsibility of Staff.
